With more than 35 years of international expertise in traffic engineering, mega-transit hub coordination, and sustainable urban transport solutions, Sootoo has solidified his reputation as a key architecture leader shaping modern infrastructure networks across Asia, the Middle East, and Europe. Holding elite fellowship distinctions across several global engineering bodies, his career focuses on bridging large-scale institutional real estate with highly optimized public mass transit systems.

Sootoo’s professional trajectory began in the public service sector in the United Kingdom, where he managed critical urban networks. He initially sharpened his operational skills as a public servant for the Royal Borough of Kensington and Chelsea in London, overseeing dense traffic network optimization and municipal transit management. Following this formative European experience, he migrated his technical focus to Asia in 1994, embedding himself deeply within the rapid development of Hong Kong’s capital logistics and transit-oriented frameworks.

A prominent pioneer of Transit-Oriented Development (TOD) and the "Rail plus Property" urban strategy, Sootoo’s expertise lies in aligning regional land use with structural transportation models. Throughout his extensive tenure, he has overseen the project management of large-scale government and private sector transit initiatives across Hong Kong, Macau, and Mainland China. His technical portfolio covers a massive array of critical capabilities, including future mobility planning, smart city multi-modal transport connectivity, catchment accessibility analysis, and designing data-verified transport master plans to optimize funding and long-term project execution.

In addition to his corporate execution at SYSTRA, Sootoo is a dedicated advocate for alternative infrastructure funding models and regional economic growth. He serves as the Chairman of the Institution of Public Private Partnerships (IPPP) and the Vice Chairman of the International Belt and Road Committee under the China Real Estate Chamber of Commerce Hong Kong and International Chapter (CRECCHKI).
